NOTICE TO THE PUBLIC – This Agenda contains a brief general description of each item to be considered. Except as provided by law, action or discussion shall not be taken on any item not appearing on the agenda. Supporting documents, including staff reports, are available for review at City Hall in the City Clerk’s Office or on the City’s website at www.cityoflosalamitos.org once the agenda has been publicly posted. Each matter on the agenda, no matter how described, shall be deemed to include any appropriate motion, whether to adopt a minute motion, resolution, payment of any bill, approval of any matter or action, or any other action. Items listed as “for information” or “for discussion” may also be the subject of an “action” taken by the City Council at the same meeting. Any written materials relating to an item on this agenda submitted to the City Council after distribution of the agenda packet are available for public inspection in the City Clerk’s Office, 3191 Katella Ave., Los Alamitos CA 90720, during normal business hours. In addition, such writings or documents will be made available for public review at the respective public meeting. 6. ORAL COMMUNICATIONS – At this time, any individual in the audience may come forward to speak on any item within the subject matter jurisdiction of the City Council. Remarks are to be limited to not more than five minutes per speaker.
Approve the Warrants for April 18, 2016, in the amount of $205,899.21, ratify the Warrants for March 22, 2106 to April 17, 2016, in the amount of $815,696.37, and authorize the City Manager to approve such expenditures as are legally due and within an unexhausted balance of an appropriation against which the same may be charged for the time period of April 19, 2016 to May 15, 2016.

8. CONSENT CALENDAR – All Consent Calendar items may be acted upon by one motion unless a Council Member requests separate action on a specific item.
A. Approval of Minutes Approve the Minutes of the March 21, 2016, Regular Meeting.
B. Resolution 2016-11 – Boards, Commissions, and Committees Policy Handbook Council adopted Ordinance 2015-06 in November 2016 which updated the procedures for Commissions. The proposed Boards, Commissions, and Committees Policy Handbook (Handbook) summarizes that information in an easy to understand format.
Recommendation: Adopt Resolution 2016-11, entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, ADOPTING THE BOARDS, COMMISSIONS, AND COMMITTEES POLICY HANDBOOK”.
C. Activities Guide Brochure Printing Contract This agenda item is a contract for the printing of the quarterly Recreation and Community Services Activities Guide.
Recommendation: Authorize the City Manager to execute a three-year contract in an amount not to exceed $14,000 per year with Weber Printing Company, Inc. to provide the printing of the Recreation and Community Services Activities Guide.
D. Agreement for Animal Control Services between the City of Long Beach and the City of Los Alamitos The City of Los Alamitos has contracted with the City of Long Beach for animal control services since Fiscal Year 2001-02. This item proposes a two-year agreement for Fiscal Year 2016-17 & 2017-2018 with an option for two, 2-year extensions.
Recommendation: Authorize the City Manager to execute the Agreement for Animal Control Services between the City of Long Beach and the City of Los Alamitos for the term of July 1, 2016 through June 30, 2018.
E. Approval of Plans and Specifications, and Authorization to Bid for Alley Improvement Project (CIP No. 15/16-02) This report recommends actions to begin facilitating the construction of portions of the alley from Reagan Street to Maple Street, between Howard Avenue and Farquhar Avenue.
1. Approve the plans and specifications for the construction of the Alley Improvement Project (CIP No. 15/16-02); and,
2. Authorize Staff to advertise and solicit bid proposals.
F. Approval of Final Tract Map 17802 (3691 Howard Avenue) The Final Tract Map 17802 for the subdivision of airspace of a single parcel for condominium purposes, located at 3691 Howard Avenue, is ready for submission to the County Recorder’s Office for final review. (Applicant: Nick Zamvakellis)
1. Adopt Resolution No. 2016-10 entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, APPROVING TRACT MAP NO. 17802 FOR THE PROPERTY LOCATED AT 3691 HOWARD AVENUE”; and,
2. Direct the City Clerk to endorse on the title sheet of Tract Map 17802, the certificate which embodies the approval of said maps, and submit maps to the County of Orange Recorder’s Office.
G. Notice of Intent to Withdraw Membership from the California Joint Powers Insurance Authority This report requests City Council approval to provide the California Joint Powers Insurance Authority with a Notice of Intent to Withdraw Membership in the General Liability Program.
Recommendation: Authorize the City Manager to Issue a Notice of Intent to Withdraw Membership from the California Joint Powers Insurance Authority (CJPIA) General Liability Program and request that CJPIA waive the 12-month noticing requirement.
H. Harassment and Discrimination Training This report seeks approval for Harassment and Discrimination Training to be extended to, and be required of, all appointed City Council Members and Commissioners.
Recommendation: Approve Resolution No. 2016-12 entitled, “A RESOLUTION OF CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, ESTABLISHING THE REQUIREMENT FOR MANDATORY HARASSMENT AND DISCRIMINATION TRAINING FOR CITY COUNCIL MEMBERS AND COMMISSIONERS.
I. City Manager Travel – International Council of Shopping Center (ICSC) Convention This report seeks authorization for City Manager, Bret Plumlee to attend the International Council of Shopping Center (ICSC) RECon Convention.
Recommendation: Authorize the City Manager to attend the convention and all associated travel expenses in an amount not to exceed $1,200.
9. PUBLIC HEARING
A. Introduce Ordinance No. 2016-04 – A Zoning Ordinance Amendment (ZOA) 15-05 Revising the Nonconforming Use Provisions of the Los Alamitos Municipal Code
As recommended by the Planning Commission on February 24, 2016, the City Council will consider zoning code changes relating to Nonconforming Use Provisions, Zoning Ordinance Amendment (ZOA) 15-05 (Citywide) (City Initiated).
1. Open the Public Hearing; and, if appropriate,
2. Determine that the proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) under the general rule that CEQA does not apply to activities which can be seen with certainty to have no effect on the environment.
3. Introduce, waive reading in full and authorize reading by title only of Ordinance No. 2016-04, and set for second reading; and,
4. City Attorney Reisman read the title of Ordinance No. 2016-04, entitled, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOS ALAMITOS, CALIFORNIA, REPEALING CHAPTER 17.64 AND ADDING A NEW CHAPTER 17.64 RELATING TO NONCONFORMING USES.”
10. DISCUSSION ITEMS
A. Provide Direction to the Voting Delegate Regarding the Southern California Association of Governments (SCAG) 2016 Regional Conference and General Assembly The Southern California Association of Governments (SCAG) Regional Conference and General Assembly will be held May 5-6, 2016, at the La Quinta Resort and Club. At its February 16, 2016, meeting the City Council appointed Council Member Kusumoto as the City’s Voting Delegate. At that time, Council Member Kusumoto requested the Resolutions come back to Council for direction.
Recommendation: Provide direction to Council Member Kusumoto, the City’s Voting Delegate for Southern California Association of Governments (SCAG) 2016 Regional Conference and General Assembly.
B. Results of Parking Workshop This Staff report, and subsequent PowerPoint presentation will update the City Council on the results of the March 1, 2016 Parking Workshop.
1. Review and Discuss results of Parking Workshop; and,
2. Retain existing parking regulations with full enforcement; and,
3. Determine if additional parking regulations are warranted; and,
4. Provide Direction to draft future changes into a Resolution.
